A law enforcement guide to detecting stolen vehicles, staged accidents, and characteristics of organized vehicle crime. Led by Special Agent Todd Heinz with the National Insurance Crime Bureau (NICB), we will use various hands-on activities to explore the indicators and techniques used to identify crimes and crime groups associated with staged accidents and stolen vehicles. Blending the hands-on activities with lecture and class discussion, we will breakdown the 17 character vehicle identification number (VIN), learn various locations where manufacturers place VIN and other traceable numbers, and how you can use the information and techniques to better investigate vehicle crimes. After years of declines in the number of stolen vehicles, these thefts have rebounded as criminals use of technology increases. You will gain the knowledge and the confidence that you will be able to correctly determine the identity of a vehicle, when all you have is a hunch that something doesnt add up.
